Cloud-Based eDiscovery Solution

The issuing agency is seeking a modern, cloud-based eDiscovery and litigation hold solution to enable end-to-end, defensible handling of Electronically Stored Information for public records requests and litigation matters. The required platform must provide intake, collection, processing, culling, deduplication, search, analytics, review, redaction, and production within a single system. Additionally, the agency requires litigation hold capabilities to create, issue, track, and release holds, manage custodians and audit trails, automate acknowledgments and reminders, and ensure defensible preservation and chain of custody controls. The scope of work includes services to convert and migrate existing matters, litigation holds, and related data from the agency's legacy system with minimal operational disruption and zero data loss. The agency requires a Software as a Service architecture that scales to workloads, delivers reliable performance, and features role-based access controls, audit logs, and secure administrative capabilities. The selected provider must also deliver onboarding, training, and support services to equip agency staff, alongside clear service level agreements and a roadmap for continuous improvement. Eligible bidders must be onshore organizations based in the United States of America. The performance of the contracted work must be conducted onsite at the agency's location. The resulting contract will span a period of one year, and the agency is currently looking for proposals to determine the budget.
