Flood Hazard Mapping Services

The government authority located in Washington is seeking a vendor to provide flood hazard mapping and related services to develop updated floodplain analyses for the Upper Snoqualmie basin. The agency is attempting to solve the problem of outdated floodplain data by acquiring new aerial imagery and top bathymetric LiDAR to inform a comprehensive study. The selected vendor must manage the flood study project scope, schedule, and budget while conducting detailed field reconnaissance of the study area. The scope of work requires the vendor to review existing mapping, assess the need for additional data collection, and identify eight to ten photo-ID survey control points in existing imagery. The vendor must survey and provide horizontal and vertical coordinates for these locations, check existing LiDAR against the new photo-ID survey control, adjust data as needed, and colorize the LiDAR if necessary. Additionally, the project covers performing ground and bathymetric surveys, generating digital elevation models, and creating topographic mapping by merging ground and bathymetric survey data. The agency requires the development of digital base maps using aerial imagery, LiDAR, and surveys to show topography, planimetric features, boundaries of incorporated areas, highways, and major arterials. The vendor must prepare planimetric data sets, feature data, and breaklines, as well as perform hydrologic and hydraulic analyses for the drainage basins and study areas. Finally, the vendor must delineate floodplain and FEMA floodway boundaries for the study area. Eligibility is restricted to onshore USA organizations only. The performance of the work will take place both onsite and offsite. The agency is looking for proposals to establish the budget, and bidders must submit their responses digitally via email or online. The agency will host a pre-bid meeting on July 1, 2026.
