Municipal Planning Consulting Services

Leduc County in Alberta is seeking municipal planning consulting services to manage high volumes of work and meet critical project deadlines. The county requires assistance with development approval services and long-range planning services on an as-required basis. The selected partner will perform all work offsite over a contract period of three years. For development approvals, the scope covers the full range of duties associated with accepting, reviewing, and processing development permit applications. These applications must comply with the Municipal Government Act and Leduc County policies, procedures, and regulations. The tasks involve processing permitted and discretionary uses of varying complexity across all land use categories set out in the Leduc County Land Use Bylaw. For long-range planning, the county requires assistance with preparing county-led plans and projects. The scope also includes reviewing privately submitted documents, such as Area Structure Plans, outline plans, and amendments to both. The county is looking for proposals to establish the budget for these services. Only onshore organizations from Canada are eligible to bid on this opportunity. Bidders must submit all questions regarding this request no later than July 3, 2026.
