White Flag Response Partner Service

The City of Raleigh, North Carolina, is seeking a white flag response partner to coordinate and operate emergency shelters. The agency needs to support community-led efforts that provide temporary emergency shelter for individuals experiencing homelessness during severe weather conditions, specifically when a white flag declaration is in effect. The selected partner must maintain a Memorandum of Understanding with each shelter site to outline roles and responsibilities. The scope of work requires an operational staffing plan to operate on an on-call basis. The partner must provide adequate staffing or volunteers for logistics, registration, meal pick-up and distribution, secure storage of belongings, clean-up, and egress from the shelter. For congregate shelters, the partner must also provide overnight supervision and security, develop a security plan in collaboration with the designated facilities, and make every reasonable effort to provide trained security officers during operational hours. Additionally, the partner must coordinate with community resources to ensure guests receive both dinner and breakfast, typically in a grab-and-go or brown bag format. Eligible bidders must be onshore organizations based in the United States. The performance of all shelter operations and services must take place onsite in Raleigh, North Carolina. The agency is looking for proposals to determine the budget for this initiative. The agency will award a contract for a period of one year.
