Community Navigator Positions Services

The City of Chelsea, Massachusetts is seeking a vendor to provide community navigator positions services. The program aims to establish and secure relationship-based linkages to a continuum of care for individuals experiencing substance use disorder. Through these navigators, the agency intends to guide individuals to critical services and resources to address their ongoing needs. The scope of work covers participant engagement and enrollment, family support networks, general services, and recovery support. Navigators will also manage harm reduction initiatives, treatment referrals, and the physical transportation of individuals to treatment and other essential services. The selected vendor will perform all contract work offsite over a three-year period. Only organizations based onshore within the United States are eligible to bid on this opportunity. The agency is requesting budget proposals from interested bidders rather than setting a pre-determined funding limit. Bidders must submit any questions regarding the solicitation by June 17, 2026, and may submit their final responses digitally via email or an online portal.
