Substitute Staffing Services

School District Five of Lexington and Richland Counties, located in Irmo, South Carolina, is seeking a vendor to provide substitute staffing services on an as-needed basis. The district needs to solve the challenge of maintaining daily operational continuity across its schools by securing qualified temporary personnel. The selected provider must recruit, interview, screen, employ, and train substitute teachers, paraprofessionals, custodial staff, and food services workers prior to placement. The scope of work covers placing qualified substitutes daily in grades Pre-K through 12, special education, vocational education, and other certified staff positions. The vendor must supply early childhood assistants, special education assistants, classroom instructional aides, media center aides, custodians, and food service workers. Additionally, the district requires the provider to maintain an automated reporting and billing system, run historical reports, and guarantee at least a ninety-five percent fill rate for all requested services. Bidders must be onshore organizations based in the United States to be eligible for this contract. The performance of all staffing services must take place onsite at the district facilities in Irmo, South Carolina. The district is looking for proposals to determine the budget and pricing structure for these services. The vendor must provide daily staff coverage and designate key contact persons along with back-up contacts. Upon request, the provider must submit copies of all required special licenses, accreditations, certifications, references, and resumes for the individual substitutes. All questions regarding this opportunity must be submitted to the district no later than June 18, 2026.
