The agency needs to solve the problem of monitoring, tracking, analyzing, and lobbying for or against specific legislative proposals. The selected contractor will receive direct assignments from district administrators to manage these legislative actions. The scope of work covers developing an annual legislative strategy and advocacy plan aligned to district priorities. This plan must include legislative priorities, policy positions, affirmative legislative opportunities, and budget advocacy initiatives. The performance of all requested work will take place offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for budget proposals from bidders, as no pre-determined budget has been disclosed.
