Pharmacy Benefits Manager and HR Consultant Services

The City of Worcester, Massachusetts is seeking a vendor to provide pharmacy benefits manager (PBM) and human resources consultant services. The city requires assistance with strategic advisement, continuing industry education, performance oversight, and vendor management. To solve its ongoing management needs, the city requires a partner to evaluate proposals, assist with negotiations, prepare written reports, and support the implementation of the selected PBM. The scope of work covers advising the city on appropriate funding levels for self-insurance premiums and annual budgets, including exploring alternatives to existing carriers. The selected partner must review and advise on new pricing models, products, programs, and services introduced by PBMs, pharmaceutical manufacturers, or other pharmacy-related vendors. Additionally, the work includes providing white papers on industry hot topics, delivering annual PBM industry education, and supporting the resolution of escalated client or member service issues. Ongoing contract negotiation, clinical and plan analysis, and key performance indicator tracking are also required throughout the one-year contract period. Eligible bidders must be onshore organizations based in the United States. The city allows the performance of all work to be conducted offsite.
