The City of Toronto is seeking professional consulting services to develop a comprehensive Racquet Sports Strategy. This strategy must align with the 2024 Parks, Recreation, and Library Master Plan to guide the sustainable, long-term provision of outdoor tennis and pickleball courts. The agency needs a framework that evaluates and recommends approaches to shared-use versus dedicated courts, as well as club-based versus public access models. The project covers the creation of site selection criteria and a prioritization framework for new facilities. The selected consultant must provide a phased implementation plan that includes capital and operating cost estimates. Additionally, the agency requires recommendations for community engagement, partnerships, programming, and long-term management. Eligibility is restricted to onshore Canadian organizations. The agency requires the performance of the work to be completed offsite.
