Legal Research Platform

The agency is seeking a legal research platform and related services, including licensing, configuration, testing, implementation, training, customer support, and ongoing maintenance. The selected vendor must provide a solution that features citator functionality to validate case law and statutes, along with search tools, filters, alerts, research history, and saved workspaces to improve research efficiency. The platform must also support document drafting through the integration of research content, citation tools, templates, clause libraries, and contract playbooks. The agency requires litigation and practice intelligence capabilities, including analytics related to courts, judges, parties, counsel, dockets, and litigation trends. Additionally, the platform must offer public records, investigative research, and people and entity research tools. The agency is also looking for generative artificial intelligence or machine learning capabilities that support drafting, document review, analysis, citation generation, and validation. Eligibility is restricted to onshore organizations based in the United States. The vendor must perform all work offsite at their own office location. The agency is currently looking for proposals to determine the budget, and bidders must submit all questions regarding this opportunity no later than June 24, 2026.
