Legislative Tracking Platform

The South Carolina legislative authority is seeking a vendor to provide a comprehensive legislative tracking platform to support modernization, transparency, legislative efficiency, and accessibility. The platform must support end-to-end operations and workflows across both chambers, specifically accommodating South Carolina's legislative process of three required readings, committee reviews, subcommittee hearings, chamber voting, and conference committees. The agency requires a system that tracks all pending legislation, provides full bill texts and summaries updated within twenty-four hours of amendments, and allows users to compare different versions of bills and proposed amendments. The requested scope of work includes providing information on committee hearings and floor debates, mobile and remote access, and the ability to create customized fields for stakeholder positions. The platform must also allow users to access and compare historical data from prior sessions, store files and emails attached to specific bills, track legislator positions, and generate reports using conversational language. The agency is establishing a contract period of one year for these services, and the performance of the work must be conducted offsite.
