American Sign Language Emergency Alert System

The issuing agency is seeking an American Sign Language (ASL) service firm to provide a stand-alone ASL Emergency Alert System. This system must remain available to send alerts twenty-four hours a day, seven days a week, and three hundred and sixty-five days a year. The agency needs to solve the problem of delivering accessible emergency alerts to individuals who are Deaf, hard of hearing, Blind, Deaf Blind, or literacy challenged. The scope of work requires delivering accessible emergency alerts in ASL video, English Voice, and text formats compatible with internet-connected braille devices. The selected provider must maintain a pre-recorded database of evergreen, time-sensitive accessible alerts, such as tornado warnings, for quick delivery. Additionally, the scope includes developing ASL videos from emergency preparedness information provided by the Office of Emergency Management, using high-quality interpreters who provide precise, accurate, and culturally sensitive services. The project also covers developing and maintaining an ASL Emergency Alert System subscriber database. The agency requires the development of system information materials for the public and assistance with marketing the system to the disability community and the local community at large. All performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States of America. Bidders must submit proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget. The agency will host a pre-bid meeting on June 18, 2026, and bidders must submit all questions no later than June 22, 2026.
