Development Impact Fee Updates Service

The City of Las Cruces, New Mexico, is seeking a vendor to provide development impact fee updates services. The agency needs to analyze local growth trends and land use to ensure public infrastructure keeps pace with new development. This project aims to solve the problem of assessing and planning for the demands that population and employment growth place on municipal facilities and public spaces. The scope of work requires identifying land reserved for public space, administration, utilities, and schools, as well as locating vacant land and identifying prohibited land uses. The selected vendor must calculate the current level of service, identify system deficiencies or surpluses, and project a ten-year population and employment growth plan by impact fee service area. Additionally, the project covers projecting asset replacement schedules, analyzing new development demands on existing facilities, recommending a public participation strategy, and providing measures to preserve natural or open spaces. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or through an online portal, and the agency is currently looking for proposals to determine the budget. The agency has scheduled a non-mandatory pre-bid meeting for June 16, 2026. Bidders must submit all questions regarding this opportunity no later than June 30, 2026.
