Global Survivor Council Coordinator Consultant Services

The Government of the District of Columbia is seeking a consultant to provide global survivor council coordinator services. The agency requires this specialized role to ensure the meaningful, safe, and well-resourced participation of survivor leaders in engagement with the 2026 Ministerial Conference. The selected coordinator will focus entirely on the survivor constituency, managing their recruitment, preparation, voice, safety, and overall experience throughout the conference process. The scope of work involves recruiting and establishing the Global Survivor Council through the Brave Movement and other survivor movements. The coordinator must manage the transition from a working group to a conference delegation as the event approaches, ensuring members understand their roles, responsibilities, and available support. Additionally, the coordinator will develop and deliver a structured preparation program, including briefing sessions, conference orientation, and targeted preparation for specific engagements. The agency requires the coordinator to prepare survivor leaders for panel participation, bilateral meetings, and media moments using tailored briefing notes. The coordinator must also support survivor leaders in attending and informing regional and national consultations and other pre-conference events matched to their expertise. Finally, the coordinator will organize and facilitate a survivor-only event or safe space at or around the conference. Bidders worldwide are eligible to submit proposals for this opportunity. The agency will allow the selected contractor to perform all work offsite.
