Tourism Masterplan Services

The Waterways Ireland agency is seeking tourism masterplan services to inform strategic planning decisions. This masterplan will enable sustainable development of the agency and increase its appeal to both domestic and international audiences, with the ultimate goal of becoming a key tourism destination. The agency needs to solve the problem of identifying its current tourism standing and future development potential while safeguarding waterway environments, as well as built and cultural heritage. The scope of work requires an evidence-driven evaluation of the agency's current tourism offerings, strengths, challenges, needs, and potential opportunities. The selected provider must identify the critical enablers required to realize this tourism development potential. Additionally, the project covers a strategic, predominantly desk-based assessment of all potential development opportunities identified. Eligible bidders must be onshore organizations based in Ireland only. The agency requires the performance of the work to be conducted offsite. Bidders must submit their responses digitally, either via email or through the designated online system. The agency is looking for proposals to determine the budget for this initiative. The contract period will run for one year. Bidders must submit all questions regarding this opportunity no later than June 30, 2026.
