Planning, Housing, Environmental and Tort Defense Legal Services

The City of Lancaster, California, is seeking a qualified firm to provide planning, housing, environmental, and tort defense legal services. The selected vendor will serve as special counsel to support the City Attorney’s Office, Community Development Department, Housing Division, Planning Division, Risk Management Division, and Lancaster Housing Authority. This support will resolve the agency's need for specialized legal advice, representation, document preparation, regulatory analysis, and litigation support. The scope of work covers land use and zoning matters, housing and affordable housing programs, environmental compliance, real estate and development transactions, and tort defense litigation involving municipal operations. The agency requires legal review, analysis, drafting, and advisory services related to land use and planning matters, including zoning regulations, General Plan consistency, Specific Plans, subdivision regulations, development standards, conditional use permits, variances, overlay zones, and entitlement-related matters. Additionally, the services include support for real property and municipal transactional matters associated with housing and development activities, such as easements, dedications, purchase and sale agreements, option agreements, escrow documents, public-private partnerships, development impact fee agreements, and related municipal agreements. Bidders must be onshore organizations based in the United States. The agency permits the selected vendor to perform the work offsite. The agency is looking for proposals to determine the budget and has not disclosed a specific funding limit. Bidders must submit all questions regarding this opportunity no later than July 1, 2026.
