Longshoring Services

The Ocean Terminals Division of a government authority in Pearl Harbor, Hawaii requires firm fixed-priced, non-personal longshoring services to support pier operations. This authority provides wide-ranging logistics and supply support services to joint warfighters, allied forces, and coalition partners in the Mid-Pacific and beyond. The agency is establishing an Indefinite Delivery Requirements type contract to secure these services for a one-year period. The selected contractor must provide all personnel, equipment, and supervision to deliver services in accordance with best commercial practices. The scope of work includes project management services through an on-site lead who will oversee all contractor-provided services and act as the primary point of contact during all operations. The contractor must also attend on-site government operational planning meetings as required to ensure safe, efficient, and economical operations. Operational tasks require the contractor to unlash and move cargo from the stowed location to its temporary place of rest. This movement must occur by roll-on/roll-off via the vessel ramp or lift-on/lift-off via the vessel cranes, placing the cargo onto surface transport modes including tractor-trailers and guiding vehicles. Eligibility is limited to onshore vendors located in the United States. Performance of the work will take place offsite. The agency is currently looking for proposals and has not disclosed a specific budget, nor have they specified additional evaluation criteria or key dates beyond the one-year contract duration.
