Additionally, the agency requires specialized support for plan reading, bidding, estimating, and small business certification, alongside mock-bid workshops, webinars, marketing, and outreach. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency allows the performance of all work to occur offsite.
