Home Energy Assistance Program Services

The government authority in New York is seeking a vendor to provide Home Energy Assistance Program (HEAP) services. The agency needs to solve the problem of processing regular and emergency HEAP applications and assisting recipients via telephone. The selected vendor must operate these services from 8:00 AM to 4:00 PM, Monday through Friday. The scope of work requires the vendor to provide an appropriate number of full-time, seasonal HEAP Intake Specialists. These specialists will interview applicants, process regular and emergency applications, screen applicants, determine program eligibility, request and track documents, process paperwork, perform data entry, and submit approved transactions to the agency within specified time frames to facilitate payments to utility and energy vendors. The vendor must also provide one clerical staff member to answer phones, disseminate program information, provide initial screening, schedule phone interviews, scan, login, and track applications, and perform other clerical activities such as mail processing, filing, and record keeping. The agency requires the vendor to assume payroll responsibility for HEAP Alternate Certifier staff. The vendor must provide ample phone lines, a reliable internet connection, free staff parking, and an adequate plan for site and routine property management, including snow plowing and building supplies. Additionally, the vendor must adhere to all required performance measures and ensure timely reporting of results in the county's online contract management system. Eligibility is restricted to onshore organizations based in the United States. The performance of the work will take place offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. All questions regarding this opportunity must be submitted no later than June 19, 2026.
