Procurement Disparity Study Service

The Fairfax County government authority in Virginia is seeking a vendor to conduct a comprehensive procurement disparity study. The agency needs to assess the participation and utilization of diverse businesses, identify any existing disparities, and obtain actionable recommendations to promote equitable procurement practices. This study aims to solve the problem of potential inequities in the agency's purchasing processes by evaluating county laws, policies, and procedures affecting procurement and supplier diversity. The scope of work covers statistical disparity analysis, qualitative corroboration, and an evaluation of procurement practices. The selected vendor will analyze business participation and utilization, including vendor tenure, incumbency advantages, and subcontracting practices. The project also requires assessing the availability of businesses by demographic indicator, comparing private sector purchasing practices, gathering qualitative evidence of disparities, and recommending policy, implementation, and communication strategies. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. The contract period for this project will be one year, and the agency is currently looking for proposals to determine the budget. The agency will hold an optional pre-bid conference on June 23, 2026. Bidders must submit all questions regarding this opportunity no later than July 1, 2026.
