Surficial Surveying and Monitoring Services

The San Mateo County government authority is seeking a vendor to establish and maintain a long-term surficial monitoring program. The agency needs to solve the problem of tracking ground movement, coastal erosion, and bluff retreat in difficult and complex terrains. To achieve this, the agency requires a combination of ground survey monument expansion, GPS monitoring, and Unmanned Aerial Vehicle drone monitoring. The scope of work covers the installation of new ground survey monuments, establishing baseline readings, and conducting continued readings. The selected vendor must implement GPS-based survey monitoring to capture approximately 150 data points in hard-to-reach areas and act as a backup to verify total station accuracy. Additionally, the agency requires high-resolution drone monitoring with at least six-inch accuracy to measure sea-cliff recession and provide topographic and visual analysis of the landslide complex. The project deliverables include comprehensive technical reporting and data visualization. The agency requires well-produced data tables showing coordinates, elevation changes, and cumulative displacement for every monument. The reporting must also feature graphic analysis charts of movement trends, vector maps showing the direction and magnitude of ground movement, and drone orthomosaics with topographical contours highlighting change over time. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of all surveying and monitoring work must take place onsite in San Mateo, California.
