Temporary Employee Services

The City Water, Light and Power department in Springfield, Illinois is seeking temporary employee services to operate, monitor, and maintain powerhouse equipment on assigned shifts. The agency requires personnel who can perform routine and emergency maintenance tasks throughout the powerhouse and at related mechanical locations on the facility grounds. The selected personnel must operate, monitor, and maintain high-pressure and low-pressure steam boilers and all associated auxiliary equipment, including feedwater pumps, condensate pumps, deaerators, economizers, blowdown systems, chemical feed systems, fuel trains, combustion controls, burner management systems, and steam distribution piping and valves. The scope of work includes conducting boiler water chemistry testing and treatment, which involves sampling, titration, log-keeping, and adjusting chemical feed in accordance with established water-treatment program parameters. Temporary staff must conduct routine boiler safety device testing, including low-water cutoff testing, flame safeguard testing, pressure relief valve verification, and combustion safety interlock checks, and document all results in the department logbook. Additionally, the workers must operate and maintain ancillary mechanical systems served from the powerhouse, such as domestic hot water generators, hot water storage tanks, circulating pumps, expansion tanks, air compressors, air dryers and receivers, emergency generator support systems, and associated piping and valves. The agency also requires the inspection and cleaning of vents, flues, breeching, stack components, and combustion air pathways in accordance with the preventive maintenance schedule. Staff must operate the powerhouse control panels, monitor temperatures, pressures, water levels, fuel consumption, and equipment status, and respond to alarms and abnormal conditions in accordance with established operating procedures. Eligible bidders must be located onshore within the United States, and all contracted work must be performed onsite at the Springfield facility.
