Electronic Procurement Software

The agency is seeking electronic procurement software to support the purchase, implementation, and ongoing services for its procurement operations. The system must provide a secure mechanism for agency members to procure new or upgraded software and services. The software must support electronic bid management, including the electronic submission of sealed bids, Requests for Proposals, and Requests for Qualifications, while ensuring bid confidentiality until the designated opening time. The system also needs to include standard, customizable bid templates and support the submission and management of bids for public works projects. The agency requires the solution to handle pre-qualification and contractor registration, specifically supporting the electronic submission and management of prequalification and general applications. The system must utilize the Department of Industrial Relations questionnaire as a baseline for these prequalification applications. Additionally, the software must offer full mobile functionality through a mobile application or responsive design, ensuring that all desktop features remain fully functional across Chrome, Firefox, Edge, and Safari browsers on smartphones and tablets. Eligible bidders must be onshore organizations based solely in the United States. The selected contractor will perform all work offsite over a contract period of five years. The agency is looking for proposals to determine the budget for this project.
