Laboratory Information Management System

The agency is seeking a laboratory information management system to modernize its data operations and secure its laboratory records. Authorized users must have access to the information twenty-four hours per day, seven days per week, excluding pre-agreed upon or emergency maintenance windows. The requested scope of work focuses on robust system security, data integrity, and comprehensive auditing capabilities. The solution must support security and auditing at the object level, including tables, views, and indexes, as well as security at the row and column level. To prevent data corruption or loss in the event of a system failure, the system must be configurable to protect already accepted data. The system must also maintain a detailed audit trail of all database transactions, capturing the individual performing the transaction, the date, the time, and the original data before any changes. Bidders must perform all work offsite and must be located onshore within the United States. The agency is looking for budget proposals to determine the cost of the system.
