Surficial Surveying and Monitoring Services

The San Mateo County government authority is seeking a vendor to establish and maintain a long-term surficial monitoring program. The agency needs to solve the problem of tracking ground movement, coastal erosion, and bluff retreat in difficult and complex terrains. To address this, the agency requires a combination of ground survey monument expansion, GPS monitoring, and Unmanned Aerial Vehicle drone monitoring. The scope of work covers the installation of new monuments, establishing baseline readings, and conducting continued readings. The selected vendor must implement GPS-based survey monitoring for difficult terrain, heavy movement areas, and hard-to-reach locations, capturing roughly 150 GPS data points. Additionally, the agency requires high-resolution drone monitoring with accuracy down to at least six inches to measure sea-cliff recession and provide topographic and visual analysis of the landslide complex. The agency also requires comprehensive technical reporting and data visualization. Deliverables must include well-produced data tables displaying coordinates, elevation changes, and cumulative displacement for every monument. The agency also expects graphic analysis charts showing movement trends, vector maps showing the direction and magnitude of ground movement, and drone orthomosaics with topographical contours highlighting change over time. Eligible bidders must be onshore organizations based in the United States. The performance of all contracted work must take place onsite in San Mateo, California. The agency is currently looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 29, 2026.
