Longshoring Services

The Pearl Harbor government authority in Hawaii requires longshoring services to support pier operations for its Ocean Terminals Division. This agency provides logistics and supply support services to joint warfighters, allied forces, and coalition partners in the Mid-Pacific and beyond. The agency is seeking a firm-fixed-priced, non-personal Indefinite Delivery Requirements contract to secure these services. The selected contractor must provide all personnel, equipment, and supervision to deliver services in accordance with best commercial practices. The scope of work requires project management services, including an on-site lead to oversee all contractor services and act as the primary point of contact during operations. The contractor must also attend on-site government operational planning meetings to ensure safe, efficient, and economical operations. Specific operational tasks include unlashing and moving cargo from stowed locations to temporary places of rest. This cargo movement will occur via roll-on/roll-off methods using the vessel ramp, or lift-on/lift-off methods using vessel cranes. The contractor must move the cargo onto surface transport modes, including tractor-trailers and guiding vehicles. Eligible bidders must be onshore entities located in the United States. The performance of the work will take place offsite. The agency is looking for proposals to establish the budget, and the contract period will run for one year.
