Classification and Compensation Study Service

The Gordon County government authority in Calhoun, Georgia is seeking a qualified vendor to conduct a comprehensive classification and compensation study, organizational review, job description audit, and workforce planning assessment. The agency needs to establish a modern classification and compensation system that supports recruitment, retention, employee development, operational efficiency, and future organizational growth across all county departments and positions. To solve these workforce challenges, the selected partner will interview employees, supervisors, department heads, elected officials, and other stakeholders to understand the current organizational landscape. The scope of work requires the development of a comprehensive compensation plan and recommendations for the continued administration of the classification structure. The project covers conducting a comprehensive external labor market salary survey, which includes identifying and developing a list of target organizations and comparable employers. The agency expects the provider to create new classifications and class specifications where necessary, deliver a detailed summary of salary survey results for leadership review, and propose organizational structure and staffing models for future growth. Additionally, the work involves developing workforce planning strategies to support future service delivery and producing multiple implementation options with estimated costs and budget impacts. Eligibility is strictly limited to onshore organizations based in the United States. The agency allows the performance of the work to be conducted either onsite in Calhoun, Georgia, or offsite.
