Recycling Education and Outreach Campaign Service

The City of San Jose is seeking a vendor to provide a comprehensive recycling education and outreach campaign service. The agency is trying to solve the problem of high contamination rates and low participation in its local recycling and composting programs. The project covers delivering targeted education and outreach activities directly to the local community on behalf of the city. The scope of work requests direct mailers, monthly email updates, weekly social media updates, and utility bill inserts. The selected vendor must also conduct tours of the sustainability recycling facility, deliver community presentations, and table at public meetings and events. Additionally, the agency requires education lessons for kindergarten through twelfth grade, other school-based initiatives, and train-the-trainer sessions to teach individuals how to correctly recycle, compost, or dispose of designated covered materials. The project also includes behavior change initiatives designed to engage local groups and promote specific positive behaviors through targeted, community-specific interventions that address identified behavioral barriers and motivations. Eligible bidders must be onshore organizations based in the United States. The agency will allow the performance of the work to take place offsite, and bidders must submit their responses digitally via email or online. The agency is looking for proposals to determine the budget for this initiative. Bidders must submit all questions regarding this opportunity no later than June 22, 2026.
