Engineering Drawing Digitization and GIS Indexing Services

The City of Powell River is seeking a qualified vendor to digitize and spatially index approximately 2,044 sheets of historical engineering drawings for integration into the municipal geographic information system. The project aims to preserve physical records and improve spatial data accessibility by converting paper drawings into high-resolution files and linking them to existing street centerline data. The agency requires the successful proponent to perform all work onsite. The scope of work requires scanning approximately 2,044 physical drawings at a minimum of 300 DPI, capturing bitonal prints as well as sheets with color-coded or redline revisions in 24-bit color. The final deliverables must be multi-page PDF/A files that are de-skewed and cleaned of digital noise to ensure maximum legibility. For engineering works located outside the existing street network, such as utility easements and rights-of-way, the vendor must digitize new linear geometry to represent the project locations accurately. The project also requires process indexing and audit logs, which include biographic indexing of scan dates, page counts, and transfer methods. The vendor must perform spatial association indexing to record when links are created, the specific source feature IDs used as anchors, and the operators responsible for verification. Eligible bidders must be onshore entities located in Canada. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
