Pre-Employment Physical Screening and Administrative Services

The City of Fremont, California is seeking a vendor to provide comprehensive pre-employment physical screening examinations and related administrative services. The agency needs to evaluate the suitability of prospective employees through these examinations while ensuring secure, compliant practices for maintaining medical records and safeguarding candidate information. Any contractor personnel who will have access to city systems must undergo background checks. The scope of work requires the selected provider to deliver written evaluations of each candidate's suitability based on the screening results. The agency requires more in-depth physical examinations for specific roles, such as entrance-level police officers and firefighters. The provider must perform these examinations and deliver the required reports and forms within seven business days, unless the city grants an extension for cause. The provider must notify the designated city representative when they anticipate delays in the process. Medical clearance or disqualification determinations must be delivered within seven business days following the completion of all examination components and the receipt of supporting documentation. Additionally, the provider must maintain the in-house personnel and resources necessary to complete a maximum of twenty pre-employment physical screenings for entrance-level police officers and firefighters within a fourteen-day period on an as-needed basis. The agency is issuing a five-year contract for these services. Eligible bidders must be onshore organizations based in the United States. The performance of the work will take place offsite, and bidders must submit their proposals digitally via email or online. The agency is currently looking for proposals to determine the budget, and bidders must submit all questions no later than June 26, 2026.
