Housing Programs Application, Management and Compliance Software

The agency is seeking a vendor to provide a comprehensive housing programs application, management, and compliance software solution. This system must support housing-related funding programs, including affordable housing development, rental assistance, homelessness prevention, and housing development grants. The software needs to manage application intake, review, compliance, reporting, and communication with applicants and stakeholders. To streamline operations, the system must automate email and SMS notifications at key workflow stages and calculate equity gaps, basis limits, applicable fractions, and maximum credit amounts. The solution must accommodate multiple funding sources such as HOME, HTF, CMF, and LIHTC, while supporting geographic, population, and program set-asides. Additionally, the software must extract data from applicant-submitted financial spreadsheets to populate system fields, reducing manual data entry. For compliance and monitoring, the agency requires the ability to import utility allowances and automatically trigger reinspections for life-threatening findings. The system must feature a portfolio-wide inspection calendar, risk-based scheduling, inspector workload balancing, and secure document management with virus scanning and expiration tracking. The agency is contracting for a five-year period and expects all work to be performed offsite. Only onshore organizations based in the United States are eligible to bid on this opportunity.
