FOIA (Freedom of Information Act) Software

The County is seeking a vendor to provide and implement a countywide Freedom of Information Act records request management platform. This project aims to solve the problem of a fragmented FOIA process by consolidating operations into a single, unified system serving all twenty-seven county departments. The selected vendor must deploy the platform across all departments, handle system configuration, manage integrations, conduct staff training, and provide ongoing support. The scope of work requires integration with the County's existing Laserfiche document management environment and compatibility with Microsoft Entra ID Single Sign-On. The platform must ensure Criminal Justice Information Services compliance for law enforcement records handled by the Sheriff's Office, as well as Section 508 and Americans with Disabilities Act accessibility compliance for the public-facing portal. Required features include unlimited user licensing for all twenty-seven departments, built-in billing, invoicing, and payment collection capabilities, and automated redaction tools. Eligibility is restricted to onshore organizations based in the United States of America. The County permits the performance of the work to be completed offsite. Bidders must submit their proposals digitally via email or online, and the County is currently looking for proposals to establish the budget. The County has scheduled a pre-bid meeting for July 14, 2026. Bidders must submit all questions regarding this opportunity no later than July 21, 2026.
