Forensic Behavior Health Evaluations Service

The Philadelphia Department of Human Services is seeking forensic behavioral health evaluation services for child welfare involved individuals and families. The agency requires evaluations that contain relevant, professionally sound observations, results, and opinions to assist at different stages of the child welfare process. These evaluations must address parent mental health diagnoses, the presence of disabilities requiring accommodations, caregiver capacity to ensure safety, and the interventions needed to remediate barriers to that capacity. The scope also covers assessing the safety of expanded contact or reunification, as well as evaluating the quality of parent-child attachment and the potential impact on the child if parental rights are terminated. Eligible bidders must be onshore organizations based in the United States. The agency expects the selected provider to perform the work offsite. The agency has not disclosed a specific budget and is looking for cost proposals from interested bidders. The agency will hold a pre-bid meeting on June 23, 2026. Bidders must submit all questions regarding this opportunity no later than June 29, 2026.
