Health Care Services

The Minnesota government authority is seeking health care services to develop innovative forms of care delivery through payment arrangements. The agency aims to reduce the cost of care, improve health outcomes, reduce health disparities, address health-related social needs, and improve the overall patient experience. This initiative requires allowing primary care providers to participate in value-based payment arrangements and supporting innovations that address health-related social needs and health disparities. The scope of work covers claims-based attribution with an emphasis on primary care, while remaining flexible and considering services provided. The agency requires value-based payment arrangements that recognize cost, utilization, and quality components. To address non-medical health-related factors, the project must incentivize community partnerships between medical and non-medical providers, recognizing the risk investment required and rewarding non-medical providers appropriately. The agency also requires actuarially sound benchmarks, cost estimations, and payment mechanisms for the benefit of both the payer and the participating provider. Eligible bidders must be onshore United States organizations. The performance of the work will take place offsite. Bidders must submit all questions no later than July 17, 2026. Responses can be submitted digitally via email or online, and the agency is looking for proposals to determine the budget.
