Jail Building Assessment Services

The Liberty County Board of Commissioners is seeking proposals for a multi-disciplinary evaluation of its jail facility. The project aims to assess the jail's condition, operational effectiveness, capacity, and compliance with applicable standards to inform future capital planning decisions. The evaluation will cover facility and infrastructure, security systems, operational aspects, and capacity and population analysis. The facility and infrastructure assessment includes structural systems, mechanical, electrical, and plumbing systems, HVAC performance and ventilation, life safety systems, and ADA compliance. The security systems evaluation will examine perimeter security, surveillance systems, detention-grade locking systems, and control room design. The operational assessment will review intake, booking, and release processes, housing unit configuration, staffing levels, and medical, food service, and visitation operations. Capacity and population analysis will consider rated versus operational capacity, historical trends, population projections, and regional factors. Proposals must be submitted by qualified firms. The work will be performed offsite at the vendor's office premises. Eligibility is restricted to onshore organizations within the USA.
