Computer Aided Dispatch to CAD System

The Washington State Military Department is seeking a Computer-Aided Dispatch (CAD)-to-CAD integration solution to connect disparate locally owned and operated CAD systems within the State of Washington. This technology will facilitate emergency responses that cross jurisdictional and Public Safety Answering Point (PSAP) boundaries. The system must enable connected PSAPs to create messages for other connected organizations regarding requests for service, unit status, or other mutual concerns, allowing recipients to respond or acknowledge these communications. The requested solution must allow users to create a CAD incident for any other connected PSAP and view updates as the receiving PSAP dispatches resources, adds notes, and updates the event. Connected PSAPs must also have the ability to share specific call types or response types with connected non-PSAP entities, such as non-911 dispatching centers, public works agencies, hospitals, and private ambulance services. The agency is planning for a contract period of five years. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. Bidders must submit all questions regarding this opportunity no later than July 7, 2026. The agency is looking for proposals to determine the budget and has not disclosed a specific funding limit.
