RFI for Statewide Web Platform

The agency is seeking supplier input to modernize its current on-premises Drupal-based Statewide Web Platform. The agency needs to transition to a vendor-managed hosting and platform operations model where the agency has zero involvement in routine platform patching, security updates, and infrastructure management. This initiative aims to reduce the maintenance burden across one hundred fifty environments, freeing agency staff capacity for enhancement requests and new feature development. The requested scope of work covers a platform that maintains or improves the content editor experience without requiring specialized technical expertise. The platform must support Web Content Accessibility Guidelines 2.1 AA compliance through built-in templates and regular accessibility updates. Additionally, the agency requires enterprise governance to enforce brand standards, security policies, and feature availability across all sites from a central administrative interface, while retaining data portability to export content in standard formats. Eligible respondents must be onshore United States organizations. The performance of all work under this initiative will be conducted offsite. Suppliers may submit their responses digitally via email or through the online portal. The agency is looking for proposals that outline transparent cost models, such as a per-site or per-agency pricing model, to enable clear cost allocation to consuming agencies.
