Data Management Modernization Study Service

A government authority located in North Carolina is seeking a vendor to provide a data management modernization study service. The agency needs to modernize its data management environment to support the development and maintenance of the Metropolitan Transportation Plan, Transportation Improvement Program, Locally Administered Projects Program, and Wake Transit Plan/Program data. The problem to be solved is the need for a modern, secure, and scalable data platform that supports multi-program data management across roadway, transit, and bicycle/pedestrian sectors. The scope of work requires the selected consultant to plan, design, and implement a platform that supports efficient workflows, enables simultaneous multi-user data entry and review, and connects related data stores. The solution must improve accessibility for authorized users beyond the internal firewall, support secure external intake of consultant-produced datasets tied to plan recommendations, and enable interoperable data exchange with partner systems through APIs or equivalent secure interfaces. Additionally, the project covers implementation, data migration, integrated user notification, recorded virtual and in-person staff training, a functional prototype demonstration, an implementation plan and migration playbook, and a deployed production database and application. Bidders must be onshore USA organizations to be eligible for this opportunity. The agency allows the performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for proposals to determine the budget.
