Comprehensive Underground Utility Location and Mapping Service

The government authority located in Dayton, Ohio is seeking a contractor to provide comprehensive underground utility location and mapping services. The agency needs to identify, designate, and map various underground utility systems across approximately 270 acres of its property. This project aims to solve the challenge of locating and documenting complex underground infrastructure to ensure safe operations and accurate planning. The scope of work covers the provision of all labor, supervision, equipment, traffic control, restoration, and professional services. The contractor must map storm sewers, sanitary sewers, potable water distribution, fire protection mains, chilled water systems, steam distribution lines, and condensate return lines. Additionally, the work includes locating primary and secondary electrical distribution, natural gas lines, emergency power feeders, telecommunications, data systems, and fiber optic infrastructure. The agency requires several specific deliverables, including native and editable AutoCAD, Autodesk Revit, GIS shapefiles, and PDF plan sets. The contractor must also provide GIS-compatible ESRI shapefiles with metadata documenting utility type, accuracy, methodology, and Quality Level designation, alongside a consolidated property utility atlas in hard copy and PDF. Finally, the deliverables must include test hole logs with coordinates, depth, size, material, date, method, and photographs, using a consistent coordinate system and geospatial reference data across all files. This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses. Bidders must perform the work both onsite in Dayton, Ohio and offsite, and all operations must be conducted onshore within the United States. The contract period will span one year, and the agency is currently looking for proposals to determine the budget and pricing structure.
