Pompeys Pillar Security System

The Bureau of Land Management is seeking a contractor to provide and install a complete, NDAA-compliant video surveillance system at Pompeys Pillar in Billings, Montana. The agency needs to replace legacy equipment to secure the site, monitor the main pole and signature-viewing areas, and establish a virtual perimeter system. This project aims to solve the problem of outdated security infrastructure and unreliable physical security beams by implementing modern, AI-enabled detection that filters out wildlife and environmental noise. The scope of work covers the supply and installation of thirteen Speco five-megapixel outdoor turret cameras, one Speco twenty-times optical zoom PTZ camera, and one Speco four-megapixel PTZ camera. The contractor must replace the legacy recorder with a Speco forty-channel hybrid NDAA-compliant recorder and install a dedicated Speco recorder for the signature-viewing station. The project also requires integrating the systems for secure off-site access, reusing existing wireless antenna links, replacing underground-wired beams with AI-enabled cameras, and configuring alarm triggers into a new DMP security panel. This procurement is set aside entirely for small businesses. Eligible bidders must be onshore organizations based in the United States. Performance of the work will take place onsite at the Billings, Montana location. The agency is looking for proposals to determine the budget for this project. Bidders must submit their responses digitally via email or online. The evaluation will focus on the ability to deliver the specified Speco components or approved equals and verify that the virtual perimeter system eliminates false alarms while identifying after-hours human intrusion.
