Classification and Compensation Project Services

The City of Arvada, Colorado is seeking a vendor to conduct a comprehensive classification and compensation project. The agency needs to evaluate its current compensation policies, practices, grade and step administration, and progression structures to identify operational challenges and inconsistencies. Through this initiative, the agency aims to address market competitiveness, internal equity, pay compression, and long-term structural sustainability. The scope of work requires the selected contractor to conduct kickoff meetings with City leadership and Human Resources to establish a guiding compensation philosophy and confirm the project work plan. The project covers reviewing and validating existing job descriptions, calibrating job levels across departments, and developing job families, career pathways, and classification methodologies. Additionally, the contractor must create alignment between the job architecture and workforce strategy, ultimately developing salary structures and range relationships aligned with market data. Eligible bidders must be onshore organizations based entirely in the United States. The agency allows the performance of all work to be completed offsite. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently looking for proposal submissions to determine the budget.
