Supplemental Assessment and Evaluation Tool

The agency is seeking a vendor to provide a supplemental digital assessment and evaluation tool for students with special education developmental needs and behavioral challenges in grades pre-k to 12. This digital platform must include a test delivery system, a test administration system, and a scoring platform that measures adaptive, academic, intellectual, and social-emotional functioning. The system must accommodate tests in languages understood by the students and provide clear, complete, and specific scoring guides derived from contractor-prepared field test scoring materials. The project covers standardized evaluation tools for all special education evaluation categories, including assessments for signs of autism, social communication and interaction, restricted or repetitive behaviors or interests, deafness and hearing impairment, and developmental delay. The requested scope also includes data management capabilities for obtaining historical and current aggregate reports to assess progress over time, systems training and professional development for teachers, and user management features to assign assessments to students. Bidders must be onshore organizations based in the United States that have successfully provided assessments for school districts of similar size and student population. The agency is evaluating proposals based on the bidder's full offering of digital evaluation and assessments that serve all diverse learners. Performance of the work will occur offsite, and bidders must submit their responses digitally via email or online. The agency is looking for proposals to determine the budget, and all questions regarding this opportunity must be submitted no later than July 6, 2026.
