Independent Evaluation Services

The government authority located in Martinez, California is seeking an independent evaluator to provide evaluation services for a community violence prevention project. The agency requires a logic model mapping program inputs, activities, outputs, and outcomes across all five pillars of the project. To assess the project, the selected vendor must establish a process evaluation methodology to measure implementation fidelity, service delivery quality, and coordination across pillars. The scope of work also requires an outcome evaluation methodology to measure short-term, intermediate, and long-term impacts across individual, community, and system levels. These measures must include re-injury, re-arrest proxy, school engagement, employment engagement, social cohesion, and sense of safety. The agency requires the integration of both quantitative and qualitative methods, as well as the identification of appropriate comparison groups or baseline measures given the place-based, multi-component nature of the intervention. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency allows the performance of the work to be completed offsite.
