The Alabama-based government authority in Montgomery requires independent research and consulting services to support and evaluate its reentry initiatives. The agency is seeking to solve complex challenges surrounding the reintegration of formerly incarcerated individuals, specifically focusing on improving reentry outcomes, continuity of care, and information sharing. The selected vendor will guide the agency's participation in the Alabama Statewide Reentry Task Force and the Reentry 2030 initiative. The scope of work covers developing recommendations and implementation guidance for uniform standards of care for individuals with substance abuse and co-occurring disorders. The agency requires the establishment of a data collection and collaboration process for workforce development efforts, which includes coordinating with partner agencies. Additionally, the project involves researching and evaluating special projects for grant reporting, collecting pre- and post-release data on program engagement, and providing practitioner-friendly interim reports on progress. The agency is also requesting research, recommendations, and implementation guidance on best practices for expanding Medication Assisted Treatment, Medications for Opioid Abuse Disorders, and Naloxone access. Eligible bidders must be onshore organizations based in the United States. The agency will allow the performance of all work to be conducted offsite.
