Flexible Spending Account, Health Reimbursement Account and Cobra Administration Services

The agency is seeking a vendor to provide flexible spending account, health reimbursement account, and COBRA administration services. The selected partner will provide consultative support on plan design, advise on contribution strategies, eligibility rules, and plan structure, and support alignment with the overall benefits strategy. The agency also requires benchmarking against public sector and peer employers, assistance with plan document development and updates, and configuration of all plan parameters within the administrative platform. The scope of work includes developing and managing the implementation timeline, coordinating with employer systems, and conducting file testing and validation for eligibility, payroll, and claims. The vendor must provide training for HR and benefits staff, support open enrollment setup and readiness, manage participant elections and contribution tracking, and maintain individual participant account balances. Additionally, the administrator must process and adjudicate claims based on plan design, support secure data exchange and file feeds, and generate and distribute COBRA billing statements. Bidders must be onshore organizations based in the United States. The performance of the work will occur offsite, and the agency accepts digital proposal submissions via email or online. The agency is looking for budget proposals from bidders to determine the cost of these services. The agency will hold a pre-proposal conference on June 23, 2026. Bidders must submit all questions no later than July 1, 2026.
