Strategic Consulting Services

The contracting authority is seeking strategic consulting services to support informed, evidence-based decision-making by senior leadership. The agency needs to develop or update corporate, program, or functional strategies, as well as develop Target Operating Models. The selected vendor will translate strategic direction into practical, implementable plans to improve organizational effectiveness, service delivery, and client outcomes. The scope of work covers strengthening internal capabilities related to strategy, planning, and execution, and supporting implementation activities. The provider must conduct assessments of current-state performance, capacity, and maturity, and develop roadmaps that account for resources, dependencies, and risks. The project also requires developing training strategies, supporting their implementation, and assisting with data analysis, modeling, and scenario planning. Eligibility is restricted to Canadian organizations, and the performance of the work will take place offsite. The agency is looking for proposals to determine the budget, and the contract term will run for three years. Bidders must submit all questions no later than June 25, 2026.
