Web-Based Inmate Communication Services

The Houston County Community Corrections agency in Dothan, Alabama is seeking a vendor to provide a web-based inmate communication system. This system must include telephone calling, video visitation, messaging, and inmate tablets managed through a single web-based administrative platform. The agency requires a solution that provides customizable permission schemes for staff users and covers technology used by staff, contacts, and inmates. The requested system must allow outbound calls initiated by inmates, with staff possessing the ability to play back and download recorded calls for review. The agency requires the system to allow free calls from intake devices and free calls to facility-designated numbers such as attorneys and social workers. The software must natively block high-risk numbers, including 800, 900, hotline, and live operator numbers, while also blocking three-way calling, chain dialing, and other phone-phreaking techniques. The system must be capable of billing communication costs directly to either end-user and must provide instructional call prompts in both English and Spanish. Eligible bidders must be onshore United States organizations, and the performance of the work will take place offsite. Bidders can submit their proposals digitally via email or online, and the agency is currently looking for proposal responses to determine the budget.
