Traffic Incident Management System

The agency is seeking a Traffic Incident Management System (TIMS) to integrate computer hardware, software, policies, and procedures with multiple subsystems and Intelligent Traffic Systems elements. This system must connect cameras, electronic signs, and computer-aided dispatch to facilitate incident management and traffic operations for customer safety. The application will integrate devices, data, and operational strategies from internal and external providers to maintain, monitor, and manage traffic operations throughout the Tollway system. The requested scope of work requires the system to view and manage approximately 1,500 cameras, display them on a video wall, and push specific videos to the Tollway dispatch center. The solution must operate twenty-four hours a day, seven days a week on the current Tollway network and video wall. Additionally, the agency requires the system to share data with various media outlets and include a mobile application. Eligible bidders must be onshore United States organizations. The agency allows the performance of the work to be completed offsite. Bidders can submit their responses digitally via email or online, and the agency is looking for proposals to determine the budget. The agency will host a non-mandatory pre-proposal conference on July 9, 2026. Bidders must submit all questions no later than July 16, 2026.
