Permitting and Licensing Software System

The City of San Jose is seeking a modern, parcel-based permitting and licensing software system to streamline municipal operations across multiple departments. The system must process land use permits, building permits, building inspections, engineering permits like encroachment permits, business licenses, and code enforcement cases. To serve Planning, Code Enforcement, Building and Safety, Administrative Services, and Public Works, the software must function both on a parcel basis and independently for right-of-way work. The requested scope of work includes developing web forms with easy editing capabilities and clear workflows for both customers and staff. The software must enable online application submissions, online fee payments, and tracking capabilities for all permit applications, land use entitlements, special event permits, and license reviews from submission to issuance. The system must also facilitate robust report production using any combination of data elements maintained within the land use and permitting systems. For public access, the software must allow unregistered, read-only queries of active and closed permits based on address, alongside general property and assessor parcel information. The system must include geospatial-based capabilities to assign land use entitlements, building permits, encroachment permits, and specific plan conditions. The agency also requires functionality to register abandoned buildings and vacant properties, preferably integrating with GIS to identify vacancy hot spots. The online payment processing component must integrate directly with a credit card processor and include cash register functionality. This payment system must feature an audit mechanism to track payment overrides and nuanced user rights to restrict who can override payment structures. The agency is looking for proposals to define the budget, and the selected vendor must perform all work offsite at their own office premises.
