Behavioral Health Services Act Early Intervention Behavioral Health Services

The Solano County government authority located in Fairfield, California is seeking a vendor to provide Behavioral Health Services Act Early Intervention behavioral health services. The agency intends to proactively identify and address emerging mental health and substance use concerns for adults ages 26 to 59 and older adults ages 60 and older before these issues escalate into more severe, disabling, or chronic conditions. The targeted programs must support individuals experiencing behavioral health disparities, housing instability, isolation, functional decline, justice involvement, elevated crisis risk, or barriers to accessing care. The scope of work covers one or more early intervention service components, including outreach, access and linkage to care, and brief treatment services and supports. Selected contractors must conduct culturally and linguistically responsive outreach and engagement activities, screen individuals experiencing early behavioral health concerns, and provide navigation, referral, and warm handoff services. The agency requires the contractor to coordinate access to specialty mental health, substance use disorder treatment, crisis services, housing resources, healthcare systems, and community supports. The selected provider must demonstrate the ability to collaborate with county behavioral health, Medi-Cal managed care plans, healthcare providers, justice partners, aging services, homeless response systems, and community-based organizations to ensure continuity of care. Eligibility is restricted to onshore organizations based in the United States. The agency will allow the performance of the work to be conducted offsite, and bidders must submit their proposals digitally via email or online.
